While public sector management has struggled to overcome the legacy of decades of government
intervention, many private sector managers continued to keep an eye on international trends in management. The authorities
are well aware that public sector managers are currently lagging behind. However if they are trained in current best practice,
and given the room to manoeuvre and develop a sense of initiative, they can catch up with the private sector counterpart even
if the companies they are remain public. With EU Association Agreement coming into effect, Algeria has been striving to bring
its companies up to international standards. Form the Chamber's standpoint; the most important aspect of this upgrading is
Business management. The state's role in preparing the economy for unfettered competition cannot be limited to allowing companies
to replace their equipment. A root-and- branch approach to company reform is required. A company needs to produce, control
costs, guarantee production quality, preserve the environment and of course, sell.
